EDITORIAL: New bill-padding scandal in defense industry points to deep-seated problems

Mitsubishi Electric Corp., the key Japanese corporate player in the aerospace industry, has been found to have inflated its bills for defense and space projects at the Defense Ministry, the Cabinet Satellite Intelligence Center and another government organization.
